Israel faces an ongoing waste crisis, with landfill rates remaining especially high compared to developed countries, against a backdrop of land scarcity, rapid population growth, and persistent regulatory failure.

The Center develops comprehensive theoretical and empirical research on core issues in Israel's waste sector, tracking emerging legislative processes and systematically examining alternative regulatory models. The research also focuses on developing policy tools to promote a shift from a landfill-based model to a circular economy model — including encouraging reuse and multi-use packaging, improving recycling mechanisms, and developing adaptive waste-management arrangements for diverse social contexts, particularly within Arab society.

This work is carried out in collaboration with the Hiriya Recycling Park and the Environmental Regulation Clinic, and is led by Dr. Riva Waldman.
