Dr. Eli Itzhak is a researcher, lecturer, entrepreneur, and consultant in the fields of spatial sciences, GIS, geo-information, and GeoAI. He has over 42 years of professional experience and holds a Ph.D. from Tel Aviv University. A retired IDF officer, he advises on projects in the public and private sectors and lectures at various academic institutions. He specializes in integrating mapping technologies, spatial analysis, and artificial intelligence in fields such as water, transportation, environment, climate, demography, and health. He is the founder of GeoIntel and the Applied Academy of Spatial Sciences, and an entrepreneur developing location-based solutions and services.

Dr. Eli Itzhak will serve as the professional lead responsible for developing the Center’s geographic-spatial information database, based on GIS and GeoAI technologies. In this role, he will lead the specification, development, and organization of regulatory and environmental data layers, including the integration of data from governmental, public, and research sources, and their transformation into a spatial infrastructure that supports research, analysis, and decision-making.

The Center’s geographic information database will enable advanced spatial analysis of issues related to environmental regulation, enforcement, infrastructure, public health, pollution, waste, and climate. The database will serve as a foundation for developing research-based and applied insights, identifying spatial gaps and trends, and making relevant information accessible to decision-makers, researchers, students, and the general public.
