Renewable Energy and Regulation

Despite favourable geographic and technological conditions, Israel lags significantly behind in deploying renewable energy and developing storage solutions, due in part to regulatory and structural barriers.

The Center analyzes regulatory dilemmas in energy production and storage, focusing on advanced technologies such as green hydrogen and battery-based storage, and examines the legal and economic conditions required to accelerate the energy transition. The Center is a member of the H2Tech research hub for energy and alternative fuels, which received a Council for Higher Education (CHE) grant in the fields of sustainability and the climate crisis. This unique consortium brings together 17 researchers from five leading Israeli institutions and works on developing innovative technologies for the production and storage of green hydrogen. As part of this effort, the Center conducts a comparative regulatory review of per- and polyfluoroalkyl substances (PFAS), so-called "forever chemicals",  in hydrogen fuel cell technologies. The Center is also a member of the Ecostore research consortium, supported by the CHE, which develops advanced, efficient, and sustainable energy-storage technologies. Within this consortium, the Center is developing a comprehensive policy report on batteries in Israel, addressing growth trends in battery use, environmental, regulatory, and economic aspects, the urgent need to regulate the field, and stakeholder mapping, and proposes practical recommendations for short- and long-term policy measures. The Center's renewable-energy activity is carried out in partnership with the Bar-Ilan Center for Energy and Sustainability.
