Enforcement of Environmental Law

Israel's environmental enforcement system is characterized by institutional fragmentation, inconsistent use of existing tools, and the absence of a coherent enforcement doctrine — resulting in limited capacity to implement environmental policy.

The Center examines the institutional structure of the enforcement system and the effectiveness of existing enforcement tools, including financial sanctions, criminal enforcement, and class actions. The research also focuses on developing complementary tools to improve enforcement effectiveness and address implementation failures.
