"The Soviet Union: The Roots of War and a Reassessment of Historiography"

This article is based on recently declassified Soviet and Western archival material, as well as other primary and secondary literature in various languages, reviews. It reviews the available evidence in order to reexamine previous accounts of the conflict's origin. In its attempts to answer the question as to whether the Soviet Union is to be held responsible for that war, this study sheds new light on the role played by the Soviets in the weeks preceding the war. Its findings challenge the intentionalist approach.
